Tropical storm Eta, lingering off the west coast of Florida, was upgraded to a Category 1 hurricane at 1235 UTC today, before weakening to a tropical storm by 1800 UTC. The National Hurricane Center (NHC) reported heavy rains and gusty winds across west-central Florida. As of 1800 UTC, Eta was 115 miles southwest of Tampa with maximum sustained winds of 70 MPH with higher gusts — just shy of Category 1 hurricane status — moving north-northeast at 10 MPH. On its current track, Eta will move closer to — but just offshore — the west-central Florida coast today and tonight before moving inland over the northern portion of the Florida peninsula on Thursday. Eta is expected to continue northeastward into the Atlantic late Thursday or early Friday.

“To say this 2020 hurricane season has been a busy one is an understatement!” said Hurricane Watch Net (HWN) Manager Bobby Graves, KB5HAV. He cited the NHC’s 1500 UTC discussion that suggested Eta had peaked in intensity, and that an eye feature is no longer evident in radar or passive microwave satellite imagery.

“However, there still remains a band of strong convection in the northeastern quadrant that contains Doppler radar velocity values of 80 – 88 knots between 6,000 and 9,000 feet, which corresponds to equivalent surface winds of at least 65 knots,” the NHC earlier discussion continued. “As long as that feature persists, hurricane-force winds are possible along immediate coastal areas within the hurricane watch area.”

The Hurricane Watch Net is at Level 3 status, which means a tropical cyclone could become a hurricane and threaten the HWN’s region of interest within the next 48 hours.

The Hillsborough County ARES/RACES group in the ARRL West Central Florida Section (WCF) has been requested to staff five shelters, Section Manager Darrell Davis, KT4WX, told ARRL. “Other counties here in the ARRL West Central Florida Section are on standby as well. A regional SKYWARN net has been activated on the NI4CE repeater system.

Davis said he’s been disseminating WCF Section Special Bulletins to keep ARRL members and the amateur community in his Section informed. These are posted on the Section’s website and duplicated on the Section’s Facebook page and ARRL membership list.

“For now, we will keep a very close eye on Eta,” Graves said. “Should Eta regain integrity and strength, it could make landfall as a hurricane. If Eta looks to be a Hhrricane at landfall, we will, of course, activate. For now, we are on stand-by.”

Southern Florida Section Emergency Coordinator John Wells, W4CMH, told ARES Emergency Coordinators in his section, “This storm has proven to be unpredictable, so please keep a close eye on the storm as it progresses and let me know if you have any questions or concerns.”

Warned Graves, “Don’t drop your guard. It appears that Tropical Cyclone Iota is trying to develop in the southwestern Caribbean. Stay tuned!”

The American Legion national headquarters station K9TAL and several other American Legion Radio Club (TALARC) stations around the country will be on the air with special event call sign N9V for the Legion’s annual Veterans Day. N9V will operate on Wednesday, November 11, 1800 UTC to 2400 UTC. A certificate is available to all who contact one of the N9V stations.

N9V will be operating on 40 meters at 7.255 MHz (± 5 kHz), 20 meters at 14.275 MHz (± 5 kHz), and on 2 meters via the 147.315 K9IP repeater, as well as IRLP Node 9735, or EchoLink CROSSRDS conference. Visit the TALARC website for details.

To obtain a QSL card, send a self-addressed 9 × 12 stamped envelope to The American Legion Amateur Radio Club, c/o The American Legion, 700 N. Pennsylvania St., Indianapolis, IN 46204. Include your contact time, frequency, and mode, either on a slip of paper or a QSL card. Details about participating net control stations will be posted online.

Elsewhere, Virginia Military Institute’s K4VMI will mark Veterans Day and the 281st VMI Founders Day from 0000 to 2400 UTC, with VMI alumni and veterans operating on HF, CW and SSB.

K1USN will be on the air to mark Veterans Day, until 0500 UTC on November 12, mostly on 80, 40, and 20 meters, CW, SSB and FT8 (and higher bands if conditions permit). QSL via K1RV (with S.A.S.E) or via bureau. A downloadable certificate is available via the K1USN website.

On the 16th of October 2020, there was a remarkable 3000+ km contact made on the 70cms band between South Africa and St.Helena in the South Atlantic.

The contact at 433 MHz was made between Garry, ZD7GWM on St.Helena Island and Tom, ZS1TA in South Africa. The distance was approximately 3136 kms and what was even more amazing was that the contact was made on FM!

The power used for the contact was a modest 35 watts into a vertical antenna. This was as far as I am aware the very first contact between South Africa and St.Helena on the 70cms band.

ARRL has petitioned the FCC to reconsider its order removing the secondary amateur allocation at 3.3 – 3.5 GHz and requiring that amateur operations in the 3.450 – 3.500 GHz band cease “on a date consistent with the first possible grant of flexible use authorizations to new users.”

“The amateur services in this band long have been operated on a secondary allocation status, functionally similar to the de facto secondary status of Part 5 experimental licenses, whose continued operation was (correctly) approved in the same proceeding,” ARRL told the FCC. “Continued operation of amateur stations similarly should be permitted in the vacant portions of this spectrum that otherwise will go unused.”

ARRL said the public interest is in using the spectrum, not in leaving it vacant waiting for some future application.  “The Commission’s decision in this proceeding undermines its long-standing policy objective to provide for and encourage more intensive use of spectrum.” ARRL said.

“The Commission’s decision to remove the amateur secondary allocation throughout the 3300 – 3500 MHz band,” ARRL said, “appears to be based upon a mistaken conclusion that amateur secondary ‘sharing’ of this spectrum is equivalent to the type of ‘sharing’ that occurs with primary government and other primary commercial users, when in fact amateur secondary operations are quite different in usage, scope and signal range.”

ARRL outlined a number of ways radio amateurs use the band.

ARRL said that weak-signal point-to-point amateur communication often applies new technologies, methodologies, and coding to improve the communications capability of equipment. “Since the purpose of this type of activity is to hear or decode weak signals, operators use every possible means to avoid frequencies with other signals.”

Amateurs also operate radio beacons to study propagation, contributing to a better understanding of propagation in the 3.4 GHz range, ARRL said. “Amateur beacons are fixed and low power, and therefore relatively easy to engineer into the environment if other users initiate operations, or to relocate or shut down if they cannot be ‘engineered in.’”

ARRL’s petition also cited moonbounce as another aspect of amateur operation. “This field of activity has led to a chain of improvements in antennas and equipment design in the 3.4 GHz spectrum,” ARRL asserted, and is extremely unlikely to interfere with terrestrial services.

Amateur satellites also could use the 3.4 – 3.41 GHz band with minimal likelihood to present interference concerns due to the signals’ low power and narrow antenna beamwidths. Plus uplinks employ antenna that point skyward, further minimizing any possible area of concern. “Other frequencies will not necessarily be available when needed, and this limitation threatens to constrain future experiments with space communications technologies as the number of amateur satellite experiments increase in number and purpose,” ARRL said.

The 3.3 – 3.5 GHz band also is used for digital high-speed data mesh networks and for amateur TV repeaters. “Design of and work with mesh networks has attracted an ongoing stream of computer-literate youth to the amateur ranks,” ARRL contended. “The networks themselves are commonly employed for digital experimentation with a wide range of technologies and services, with a bedrock purpose of emergency readiness and availability during actual emergencies. ARRL noted that the greater the number of available band choices, the more likely that a suitable link could be engineered for a specific path.

ARRL said that these and other amateur experimental activities make good use of the spectrum, “and should be permitted to continue on a secondary basis unless and until a new primary licensee is ready to operate in a geographic area where interference would result.”

The fall 2020 nationwide Red Cross Emergency Communication Drill will take place on Saturday, November 14, in conjunction with ARRL Amateur Radio Emergency Service (ARES®) groups. The focus of the exercise is sending messages from local sites to a group of divisional clearing houses to simulate and demonstrate amateur radio’s capability to relay information in emergencies and disasters. The drill will get under way at 0900 and continue until 1800 local time in each time zone. The scenario is a major weather event that has caused outages and created hazardous conditions across the country.

The drill will use Winlink as the primary method of delivering pre-formatted messages. The goal is to encourage more operators to become familiar with Winlink and its message templates — primarily ARC-213. This format permits sending standardized messages. The drill aims to bring as many radio operators as possible up to a “basic” level of Winlink proficiency.

A series of Winlink Workshops is held each Thursday at 0100 UTC on Zoom. Join the SEC-ARES group for announcements and discussions. Include name and call sign when registering.

Winlink Proficiency Goals have been drafted, a Winlink technical support team has been formed, and Metrics for Drill Success have been developed. The proficiency goals are established as a training guideline and references online training resources. Many hams new to Winlink may find these resources helpful.

Several hundred radio amateurs already have signed up for the event. This event is open to all radio amateurs.
